Executive Director - Jeffrey Shorter has been a life long contributor to the Greater Saint Petersburg area. He was one of the founding members of the Black Saint Petersburg Chamber of Commerce and worked with the Southside Boys and girls club for over a decade. He has been the Executive Director of SLCS since its founding over a half dozen years ago.
Director of Grant Administration - Harold Mulholland holds numerous undergraduate and graduate degrees in Language Arts, history and the administration of criminal Justice. His life experiences include the chief of radiology services, chief of police, city manager and educator for the past twenty years. As an instructional coach, he has taught teachers and students the most effective means of instruction and is currently the principal of a K-8 school. Creative and innovate he invented a rentenographic duplication system that was the industry standard before digitalization in the mid-90s. He’s also written many novels and scripted educational works. Beginning in the mid-70s, he has enjoyed incredible success writing grants for various municipal, country and state organization, receiving funding for these organization of over twenty million dollars. Director of Production - Frank Matowitz is the originator of this concept for Second Chance and is an award winning video producer and camera operator with over a dozen years of experience producing quality content. Frank is a pioneer in the internet video delivery industry by producing the first ever TV show for the internet back in 2001. He has worked on television, films and corporate content.
Director of Technology - James F. Porter - holds several degrees in computer sciences and has the oldest technology company in Tampa Bay except for Honeywell. Just about every major company in the area is on his client list. His 30 years of computer experience covers the gamut from mainframes to PC’s, all types of network infrastructur es, and just about every type of certification extended during that same period. He also served with the United State Na vy in several capacities for an extended period all of which required top secret security clearances.
Director of Education - Judy Bell-Mulholland is best known for her life management company (libertybellforlife.com), but also enjoys a quarter century of experiences as an educator. During that time, she received numerous awards for education and taught teachers Saxon math. She continues to tutor students pro bono. She is extensively involved in writing the adjunct work authored by her husband, Secondary Transition Skills. Focusing on the critical transition between primary and intermediate grades, this four hundred plus page scripted work focus on critical competences essential to learning.
Special Members Davis Howe - Davis D. Howe has been a Consultant of Odyssey Marine Exploration Inc. since October 16, 2007 and served as its Chief Operating Officer from July 2004 to October 16, 2007. Mr. Howe specializes in assisting public companies grow from the developmental and early revenue generating stages to successful operational companies maximizing revenues and earnings. He has held senior management positions at several major public companies including Nextel Communications (Nasdaq:NXTL), Aerial Communications (merged with VoiceStream and Omnipoint) and Intermedia. Mr. Howe has been instrumental in developing strong organizational structure for companies requiring cross-departmental improvement.
